The Greater Oakland Business Association is working to separate from the Town of Oakland and become an independent nonprofit organization.

GOBA formally requested to transition to independent 501(c)(6) status at the Mayor and Town Council meeting on Monday, July 6, 2026, according to the meeting agenda. The association serves as the Commercial District Management Authority under Chapter 8 of the Town Code.

Under the current structure, all businesses within Oakland's town limits are automatically part of the Commercial District and must pay a Commercial District Management Authority fee before Maryland will issue a business license. The Town of Oakland Business Coordinator serves as treasurer and secretary for GOBA.

If the separation is finalized, the town council would need to vote on repealing the portions of Chapter 8 that require businesses to belong to GOBA. Membership in the association would become voluntary.

GOBA has stated it plans to implement a flat-rate membership fee structure for businesses of all sizes if it becomes independent. The association would collect dues directly rather than through the town clerk's office, though businesses would still handle trade licenses and related matters through the clerk.

No timeline has been announced for when the transition might be completed. The association continues to work through the legal steps required for the separation.
