Wheeling escapee is the teen tied to July Star City shooting, Marshals say
Xander Scott Finley-Ball, 18, escaped a Wheeling detention facility Oct. 10 and is still at large; Marshals say he was the juvenile who critically wounded a man in Star City in July. An arrest is not a finding of guilt.
An 18-year-old who escaped from a detention facility in Wheeling more than a week ago is still on the run, and the U.S. Marshals Service says he is the juvenile accused in a July shooting in Star City that critically injured a man.
Wheeling Police identified the escapee as Xander Scott Finley-Ball. Police said he got away from the facility on the afternoon of Saturday, Oct. 10.
In a notice posted Monday, the Marshals Service said Finley-Ball was a juvenile when he shot and critically injured a man at the University Commons apartment complex in Star City in July, and that he was being held in connection with that shooting when he escaped.
Star City Police said in July that the shooting happened about 2 a.m. July 2 on University Commons Drive. A juvenile wanted in the case was arrested later that month in Harrison County, where sheriff's deputies stopped him on an unrelated matter and found the Monongalia County warrant, Police Chief Glen Staley said at the time. Because the suspect was a minor, police did not release his name then.
The Wheeling Police Department, the Marshals Service, West Virginia State Police, the Ohio County Sheriff's Office and the West Virginia Division of Corrections and Rehabilitation are working together to find him.
Police describe Finley-Ball as 5 feet 8 inches tall and about 135 pounds, with brown hair and gray eyes. He was last seen wearing a green hoodie and tan pants.
Anyone who sees him should not approach him and should call 911. Tips can also go to the Wheeling Police Department at 304-234-3664.
Charges are allegations. All suspects are presumed innocent until proven guilty.
