Turbidity
Turbidity is a measure of cloudiness in water, reported in NTU. The compliance forms list the turbidity limits for these plants as 0.3 NTU for 95% of readings and a maximum of 1 NTU. The reports state that the turbidity readings were taken at the clearwell.
Broadford, September 2026. The compliance form lists:
- 187 turbidity readings required and 187 taken
- 10 readings over the 95% limit, or 5.3%
- 10 readings over the maximum limit
- A highest single reading of 1.27 NTU
- "No" for compliance with the treatment technique for turbidity
- Sept. 29 as the date MDE was notified
The daily sheets list:
- A daily high of 0.22 NTU or lower every day from Sept. 1 through Sept. 28
- Sept. 29: seven readings, three at or below 0.3 NTU, a high of 0.45 NTU
- Sept. 30: six readings, none at or below 0.3 NTU, two above 1 NTU, a high of 1.27 NTU
Broadford, August 2026. The compliance form lists 202 readings required and taken, none over either limit, and a highest single reading of 0.27 NTU. The daily sheets list a high of 0.29 NTU on Aug. 23.
Bradley Lane. The August form lists 72 readings, none over either limit, and a highest reading of 0.2 NTU. The September form lists 66 readings, none over either limit, and a highest reading of 0.19 NTU.
Individual filters. The reports also list the daily high for each filter. Broadford's three filters had September highs of 0.29, 0.31 and 0.18 NTU. On Sept. 30 their highs were 0.21, 0.14 and 0.17 NTU. Bradley Lane's two filters had highs of 0.11 and 0.15 NTU in August and 0.16 and 0.17 NTU in September.
Settled water. Broadford's daily sheets list settled-water turbidity, measured before filtration, with a monthly average of 2.1 NTU and a high of 4.0 NTU in August, and an average of 2.6 NTU and a high of 3.9 NTU in September.
Untreated water. Bradley Lane's untreated water measured 136 and 176 NTU on Sept. 8 and 9. Its filtered water measured 0.19 and 0.17 NTU those days.
Related records
MDE's Drinking Water Watch database lists violation 2027-70 for the Oakland system: monthly combined filter effluent turbidity, for Sept. 1–30, 2026, with a result of 0.45 NTU, determined Oct. 15, 2026.

The forms list 39 chlorine samples taken in the distribution system each month, against 32 required in August and 31 in September. The lowest distribution reading on the daily sheets was 0.35 mg/L in August and 0.39 mg/L in September. The listed minimum is 0.1 mg/L.
Iron and manganese
Broadford's untreated water measured up to 1.30 mg/L of iron, on Sept. 23. Its finished water measured no higher than 0.17 mg/L of iron in August and 0.15 mg/L in September. Bradley Lane's finished water measured no higher than 0.1 mg/L of iron in either month.
The forms have no manganese column, and the reports contain no manganese results.
Hours of operation
Broadford ran every day in both months: 321.8 hours in August and 293.8 hours in September. Bradley Lane ran on 21 days in each month, for 68.3 hours in August and 59.5 hours in September. Bradley Lane's logs read "Ran Broadford Plant" on the other days.
